Here's a long shot: what are your sequence audio settings? Compare that to what the interpret footage dialog shows regarding how Pr is seeing this footage.   It may be irrelevant to this particular case, but based on the samples per frame (SPF) shown in the audio portion of MediaInfo's report, something seems amiss. My VHS captures never have more than 1 or 2 frames/sec difference between audio and video. Your audio FPS calculates to 43 FPS (Source) and 47 FPS (Converted) for a 29.97 FPS video. VLC, as a player, may compensate for this difference. Premiere Pro, as an editor, may assume the difference is intentional and not adjust it without your say-so. ... View more

It may have to do with your media color space. Worth a try: Context-click a problem clip in the bin and choose Modify>Interpret Footage. Check the color management section to see if all is well. I would start with CCleaner. Running its modules will give you a lot of insight into what's going on with your computer, and will help you make smart decisions about what you let your PC do. You're welcome. I think. 😄 The "software only" trick takes the GPU out of the equation and adds a lot of processing/export time. The cost of that stability is time. To try and get the GPU involved and stable, I'd go to your graphics card manufacturer's site and download their latest driver. In the case of Nvidia, be sure to grab the Studio driver and not the Game Ready driver. Perform a clean install of the new driver and try your export again.
