Create a brand-new, empty project in Pr. Go to File>Import and import your old project file into the new project. Try exporting again.
For clarity's sake, I want to differentiate between "rendering" and "exporting". Rendering is what you do in your timeline to allow heavy effects to play back smoothly while you edit. Exporting is when you use your timeline to create a separate file for delivery to a client or for uploading to a video hosting site. It does make a difference when trying to troubleshoot issues and we all need to be singing from the same sheet of music.

I don't know why you want to run Pr under Windows under Bootcamp under Rosetta under macOS, but here is some food for thought (pun intended):
With a working native macOS Premiere Pro installation on your Apple silicon, doing what you are trying to do is just making things harder on yourself. In a perfect world it would work exactly like you want it to, but you are asking an awful lot of the programming interfaces.

Have you tried connecting the external with DisplayPort or HDMI and an appropriate <protocol>-to-USB-C adapter?

Hopefully this will work under Bootcamp:
Launch Pr from a shortcut (Dock, Launchpad, Desktop) while holding down the Shift+Opt keys. Opt resets prefs and Shift clears plugin cache.
Keep the keys pressed until the main program window appears.
Before trying to open any project or starting a new one, go to Preferences>Media Cache and delete *all* your media cache files.
Now try opening a project or starting a new one.

Go to Preferences>Media Cache and check the location of both your cache files and your media cache database. If either points to your Documents folder, change that to a folder on your SSD.
Mine are stored in the Application Support folder of my user library.

Try running Pr under Rosetta one time. During that time, see if the lag issues persist. If they don't, then you may be able to get no lag when you return to running Pr natively. A few users have been able to solve native Pr on Apple silicon problems by running at least one time under Rosetta.

Are you willing to test this with a few of the default workspaces? That is, change to a default workspace and see if the lag occurs. If it doesn't, then make a change to that workspace and see if the lag returns. If it doesn't, then you'll probably need to delete the old custom workspace and re-create it in the new version.
If changing a default workspace reintroduces the lag, then we need to look at your graphics and monitor setup.

Overheating?
Do you have a dedicated graphics adapter or just the onboard Intel graphics?
Where is your media stored?
What is your export destination?
Is there enough free space for both of those things?

There can't be any un-gapped clips in any of the other tracks for Sequence>Close Gap to work. If your sequence has anything other than the gapped audio in it, it won't work.
One quick way around this is to select all of the clips in the audio track where the gaps are (and only those clips) and select Clip>Nest.
That puts them in their own sequence.
Open that nested sequence and go to Sequence>Close Gap.
Select all of the un-gapped audio and copy it.
Go back to your original sequence, delete the nested sequence and paste the un-gapped audio.

The menu on your old computer is too long to fit within the height of your display, if you look carefully.
And the wide menu now is because of a weird UI issue that is adding a comment to the Restore Captions From Source Clip dimmed menu item.

Pr will re-create the cache files as needed and it won't take very long, so deleting all of them for all your projects isn't a big deal.
NB: Even if you don't delete them, as soon as anything changes in any project, Pr re-creates the appropriate cache files anyway.
