It shouldn't make a difference, but I often try things that "shouldn't" work because sometimes they defy logic and do. 😄

You could do your own math based on bit rate and sequence duration.
Otherwise, Pr's time-guessing algorithm is hard-coded into the program.

Audition for audio. After Effects for FX, Premiere Pro for assembly and export.

You should be able to prevent the LogiOptions app from loading at startup, which would prevent your issue.
I'm on a Mac but I used to do Windows. I severely limited the programs I would allow to start automatically and in the background.

You're starting with 4K footage and somehow it ends up in a 640x360 sequence.
Create a new HD sequence (1920x1080) and drop your 4K footage into that. If Pr shouts at you, choose the option to scale the footage to match the sequence settings.
Export that sequence with the same settings you used to export the other one and your video should be nice and sharp.

Did you draw the mask?
If it is drawn (and closed) correctly, the area outside the mask should become transparent, allowing your black & white blur effect to show through.

When you send the audio to Au, it is rendered and replaced first. You will notice a new audio clip in your bin called <filename> Audio Extracted. The audio that goes to Au is not the original audio clip; it is the extracted copy.
In the timeline, you see that audio and video are still linked. This is an artificial link because of what you just did sending the audio portion to Au.
To get the Reveal In.... function back, you must manually unlink the original video and the new audio.
