The closest thing you can use is the Overlays feature to do this. XD currently does not support what you are describing. XD does not have the best animation options at this time. As a former game dev, I might look at Adobe Animate as a prototyping option for this use case.

Adobe XD does not produce any code, only design assets, and design specs. You will have to code your site and/or app using another solution.

Only the Published Prototypes and Design Specs would be cloud-hosted, regular usage can remain local. So if you don't use those features, you should be ok. I would contact your Adobe Ed Rep who should be familiar with your specific data requirements.

Do you storyboard your video shoots? Do you sketch out a presentation? That is what XD is for, that design phase of an application before the costly investment in connecting to those databases, dealing with all the states that an app can be in (form errors, data issues, etc, etc, etc). It is meant to make sure the flows from screen to screen are right and that the layout works on mobile screens. You can skip the design steps and just start coding, but I would be willing to bet that the results will not be what you expect.

When XD publishes a prototype, the URL can be viewed by anyone (you can password protect it). So you can design in XD, publish it for review. The bigger challenge is, unlike Muse, some functionality will be missing. For example, you will not have working input fields in your forms.

You really don't import it. Just open like any other XD file. It has many of the base components that are used in Material. The icons, you download as you need them from Icons - Material Design

Those 'platforms' were the initial focus of the app. If your development system can use the exported assets, then you are good to go. The app, for the most part, will export pngs or jpgs. For example, if you were building an Electron-based app, then you easily reference the assets in the app

Adobe XD will generate assets that can be used to develop a mobile app or websites. A lot depends on what you are developing in. I have used Adobe XD to design an UI that I then coded into a mobile app using the Ionic Framework.

Xd will export the visual assets that can be used in building a website. The HTML coding, CSS authoring and probably JavaScript coding are still left to you to complete. Dreamweaver would be the tool to do those tasks in. However, it is not a drag-and-drop tool. like Muse was. XD just allows you to visually design the site but does not tell you how to build the site.

The recent integration with Zeplin (https://blog.zeplin.io/zeplin-now-integrates-with-adobe-xd-cc-726c8a4b2f22 ) might exactly want you are looking for. I have found using Zeplin a great solution for communicating with my developers. Since there is also integration with Sketch, you can have a mixed design team

The focus of XD is prototyping the UX of mobile apps and web content quickly and remains neutral on how to publish the content. Some of us build our mobile apps using hybrid frameworks like Ionic, while others develop them in Swift or JAVA. And how many options exist for web development? Too many to count. XD was never meant to be a site builder like Muse (now canceled). It is meant to fit in the workflow of design in the same vein as Sketch. Hope this frames what the tool is and hope you can find a replacement for Muse that fits your workflow.

What are you looking to publish? You can share the prototype via an icon in the upper right. The same for the Design Specs as well. Otherwise, you can export the assets to your computer and then hand it over to a developer to build your item. Chris

Adobe XD is designed only to assist with asset creation and prototyping. Actual app creation needs to be done using other solutions, either using native options (like coding in Swift, Obj-C, or Java) or using a hybrid approach (Cordova & HTML5/CSS/JS).

The assets are exportable to support both of those mobile platforms. None of the interactions that you may add when prototyping is exportable. Hope this helps.
