Help with blur [Locked]

Hi, I hope someone can help me. I have a photo of a car that has recently just reversed into my car and smashed the front badly. The photo is such bad quality and I cannot read the lisence plate. Is there anyway to make this photo clearer? I attached the photo, it's the silver one infront.
