Is it time to open the Blog section in Profiles

I'm looking in my Profile, and see the option to create a Forum

However - there seems to be no way of doing so. Nor in the section next to it. Documents.

I think that functionality is restricted:

ABAMBO | Hard- and Software Engineer | Photographer

Legend

It's not "restricted", it's completely disabled for legal reasons.
