2025 BIR Compliance for Philippine Companies

The Philippines has a new regulation from the Bureau of Internal Revenue (BIR). This is for companies to only use digital service providers (DSPs), in this case, Adobe, that comply with the regulations. The criteria is as follows:

  • Have a local presence/office in the Philippines, OR
  • As a non-resident digital service provider (DSP), be registered with the BIR for compliance.

From what I understand, Adobe is a global company and usually operates through regional offices and legal entities in different countries. However, for BIR compliance in the Philippines, the key question would be whether Adobe has a registered local presence or is officially registered as a non-resident digital service provider (DSP) with the BIR. It may be worth checking directly with Adobe support or reviewing their billing/tax information for Philippine customers to confirm compliance.

To confirm for anyone landing on this thread: Adobe is registered as a non-resident to collect VAT in the Philippines, in line with the recent legislation in the country. This was confirmed by Anshul_Nautiyal earlier and remains the marked Correct Answer on this thread.

 

For customers who need the BIR Certificate of Registration itself for renewal or compliance documentation, that request is best handled through the reseller who managed the Adobe purchase, as the COR is issued by the BIR and not by Adobe directly. Contract owners can find their reseller's contact details under the Account section of the Admin Console.

That makes sense, especially with how strict compliance is getting in the Philippines now. I’ve noticed even for other official processes, proper documentation and verification are becoming more important step by step. It’s kind of similar to how background or identity checks (like NBI Clearance) are handled more carefully now. Good to see DSPs also aligning with these regulations

Where can we request a copy of Adobe's BIR Certificate of Registration? We need to secure one in order for us to proceed with the renewal of our accounts.

Adobe cannot directly provide a copy of the BIR Certificate of Registration, as it is issued by a government tax authority.

To obtain a copy, we recommend contacting the reseller who managed your Adobe purchase or renewal. They will have the necessary documentation to help you.

For extending or renewing your Adobe VIP membership, you can also contact your reseller.
If you are the contract owner and need your reseller’s contact details, you can find them by navigating to the Accounts section in the Admin Console of your Adobe ID account.
