There is no phone support for Japan.

And how is it possible to get chat support in Japanese, is that just to use the normal chat, and then start typing in Japanese and hope someone can answer that?

Thanks for reaching out. In addition to earlier responses, I'd like to inform that Creative Cloud All Apps plan is the only plan available if you are signing up as a student. You may find more information on creative.adobe.com/plans
You mentioned you got an application form for Creative Cloud. They may be providing you an educational version on their behalf. Please check with institution with that regard for more clarification.
