これ自体も誤って契約した場合の独自のキャンセルシステムですから、クーリングオフではありません。

（クーリングオフ自体、勧誘等があって契約者に選択肢が実質与えられていない場合の措置になるため）

使用開始から１か月経過していると、おっしゃるように残りの期間（10か月分かな？）に支払うはずだった金額の５割が一括請求されるはずです。一括払いで支払いが完了している場合は、解約しても契約期限は変わりませんし、返金もありません。
