その状態はダウンロードが完了していない状態なのが理由となります。
回線速度などは十分でしょうか。
また、セキュリティソフトなどでダウンロードの動作が影響する場合もあります。
あとはダウンロードするWebブラウザも変更してみるなどでしょう。
