If i understand you clearly you are getting error "Creative Cloud is missing or damaged" and you have tried basic troubleshooting steps to resolve it however the issue still persists, please follow the steps shared in the following help document and see if that helps: Adobe Creative Cloud, needed to resolve this problem, is missing or damaged.
