assauseさんの仰るとおり、Windowsの環境でダブルクリック等で開けない場合はエクスプローラーの拡張子の割り当てをFireworks CS4に変更してみてください。

Dreamweaverからの編集は、環境設定の「ファイルタイプ/エディター」から設定変更可能です。それぞれの拡張子の「プライマリエディタ」と「Fireworks」でCS4のアプリケ ーションを選択してください。下の画面写真はCC 2018のものですが、おそらくCS4でも同様です。参考にしてください。
