“Generate Background” fails only during Photoshop action playback

During normal manual use, the following steps work without any problem:

Select Layer → Remove Background → Generate Background

However, if I record those exact same steps as a Photoshop action, then reopen the same image and play the action, Photoshop fails every time with:

“An error occurred while generating the image.”

The important point is that the exact same workflow works manually, but fails only when played back as an action.
This looks less like an image or prompt issue, and more like a problem with Photoshop action playback together with generative AI.

If anyone has seen the same issue or knows a workaround, I would appreciate any advice.
