change plan

hello. i’ve tried to change the plan (current plan > student plant that can get 65% discount), however when i went throught the plan changing process, the pop-up said it’s unavailable. Why is it unavailable? 

if there is a way to change the plan or the charge, please let me know. If not, is there a method not to pay the fee of quiting the plan?
