Let's move you over to the Acrobat forum where somebody can get some more information.

Right-click on the file - Properties - but CHMs on servers have to have special rights granted to them from the server end of things iirc - they're such antique tech that MS plugged security holes in them years ago.

That would be Win11 question, not a RH one. Is the CHM local to the Win11 machine? Is it "unblocked" in its Properties?

That's one of the advantages of going the FM to RH route for online outputs - in FM I have a custom Marker Type called "CSHMarker" and in the import settings in RH I tell it to treat all "CSHMarker" types as the one I want to use for my context sensistive help calls. The other advantage is that there's more control over how paragraph & character tags are converted and newer output types, like Frameless HTML5, in RH.

I think I'd better move you back to the FM forum - the way RH now does this is ahead of the method that FM uses.
I don't think what you're doing is really going to work - if the same CSH tag is used in multiple topics, how is the application going to know which one to pop up for you? You either want a 1:1 relationship between the application screen and the corresponding topic OR a many:1 relationship where the application can call the 1 topic from many locations in the application.

Not that I recall - but crashes can happen for a variety of reasons. Didn't have the auto-save turned on?

FYI - you're not talking to RH support - this is a user-to-user forum. If you need to contact them, see https://helpx.adobe.com/contact/enterprise-support.other.html#robohelp for your Adobe Support options. I'd recommend using the tcssup@adobe.com e-mail address as it reaches a team dedicated to Technical Communication Suite products including RoboHelp.

The Single definition looks like you've picked double straight quotes (but I can't tell for sure because the image is really small on my screen)

Aha - so it's hiding in that "Guillemets..." (Smart Quotes) section of the Preferences - check to see how you've got the single apostrophe defined in French.

Maybe you can keep the Smart Quotes on & turn off the last ignore option in the Prefs (putting the single quote back in that list).

Well, if you didn't add one yourself, it may be hiding on a Reference page and come in when the file was created.

Ok, that's definitely a non breaking space (Ctrl-spacebar). How it's getting in there is another thing - it's either in the hypenation rules or in a dictionary. Do you have your spelling checker set to automatically correct?

Never recall seeing that one before - what version of FM? Anything in your dictionary setting this? If you turn of Text Symbols what do those spaces show as? regular spaces or non-breaking one?

Yes, I'd give that a try - do you know what method the application is using to call the CSH topic pages?

That's because the resulting JavaScript using that .h file to translate calls to locations in the HTML - it's called a Map ID table. Your application calls using the TopicAlia marker text [DP123] and it [the JS in the output] converts that call to the Map ID [1], then it has an internal map file that says 1 = some URL path to the topic with that marker you put in, This all comes from the RoboHelp rendering engine that lurks under the hood in the FM Publish to HTML5 hood.

What about xref markers? Do they survive into the HTML5? Have you checked the Publish settings? Your FM2019 sts file settings may not have survived upgrading to FM2022.

Yes, there's a patch 6 out for FM2022 & yes, it's part of your subscription. It should be as simple as doing a Help > Update in the software or going over to https://helpx.adobe.com/framemaker/kb/framemaker-downloads.html and download it manually.

What version of FM? How are you creating the PDFs? The latest version (FM2022) uses a new PDF generating engine that results in larger sized PDFs. That new engine takes over the Publish to PDF and Save as PDF workflows. Only the older Print to Adobe PDF uses the older engine. The other alternative is Publish to PDF, but turn on the Use Distiller flag to have it switch back to using the older engine.
