Your RAM is weak. I recommend >=16GB these days for Premiere.  You can scrape by with small projects on 8GB but if you can support 16GB get it. Your CPU is workable but slow so rendering times may be longer/more intensive which leads to thermal concerns. You could repeat some transcoding as a test and set the Time Interpolation to Optical Flow. This will take longer to encode but usually produces smoother results. Frame Blending would suit relatively low content movement shots like interviews and low speed action. Try Optical Flow on some test shots to see if results are worth the transcode effort. Understood, I only get one track dragging the Crossfade as well so cannot currently generate a scenario where all tracks are affected by the drag. Reading the error box I would say there is a Lumetri or GPU effect on a clip at 67.7seconds into your movie that is causing the problem. Test it by disabling it first and exporting (I know you want it) but you need to find other offending GPU effects later in the timeline as well. If you edit a 24fps sequence I do not see any major difficulties using 23.976 clips within that sequence. Otherwise you can use Adobe Media Encoder to transcode the 23.976 clips to 24fps although a bell is ringing that AME does not like >4K clips.  What is your frame size (resolution) of footage? ... I just tried a couple of things.  Both used a 25fps sequence set up manually. 23.976 clip dragged in: yes stepping through with right arrow periodically produces duplicate frames (as you would expect and have noted) Modifying the Assumed frame rate of the clip first and dragging (into the 25fps) sequence has a unique frame per right arrow but of course the clip is fractionally sped up. ... Thanks,  I did notice after your title clip drag that the timeline does not activate/focus when you attempt to drag the playhead but notice your playhead in the Program Monitor moves. Could you attempt after dragging the title clip to simply click the timeline -- anyway blank --  or type Shift 3 and get the focus on the timeline before trying to drag the playhead.  I know you should not have to do this but it would be interesting to see if it works because when you maximise/undock the timeline it works because the focus is on that panel ... I teach video editing on a number of film production courses.  Students should always have an external HDD for their own media.  1TB 7200rpm USB3 portable drive.  G-Drive has a good one.  I get them to format them for ExFAT to allow Mac & PC access. I get students to use Disk Utility on the Mac to make a dmg archive of the camera card This image can then be mounted and Media Browser & Ingest Settings used to take a copy of the card media (and proxies if necessary) and deposit in their working media folders on their HDD. Cards are naturally formatted, the Card images created are stored away from their working drive as a backup and they have their portable drives with all variants of their media allowing them to work on any Mac in the room as the media linked to a named Volume on a Mac and not a lettered drive C:\ etc ... Thank you for the screenshots really really helpful but you continue to ignore the advice. Check your A1 source patch is Blue. In your screenshot it is disabled. The first clip you drag and drop clearly works.  Then because you have started a sequence by dragging the first clip OR if you double clicked the second clip into the source monitor before dragging to the timeline this exposes the source patches in the red rectangle below. Turn on the A1 by clicking and drag away!!! Those source patches change according to what media is loaded into the source monitor -- a JPEG will only have V1 etc. Furthermore is that are disabled or moved around sometime they tend to remember those settings for the next time.
