CC Library Freezes

OK. I have noticed when I have Apple Safari open, that tends to mess up Library Access, but also, it stops funcionality of the grabber tool and resizing content blocks proportionatly while holding down shift. So maybe its an error with Safari and its extentions and how it somehow interferes with Adobe InDesign. U

Has this ever been solved. The libraries freeze for me all the time in Indesign. And its cutting into my time for actual work. It looks like the library turns into an image and when I rezie the window it just gets distorted. How is this not fixed yet. I have updated to the most recent version of InDesign as well. 

I seem to have a similar issue in InDesign with the difference that it won't let me even create a new library. It looks like frozen and no action can be taken. I need to go to the webpage through via deleted item to see "My library" and rename it. Is this how it is supposed to work?
