I use After Effects latest version,don't startup app from 16th September.

I think latest version is wrong.

Is this Visual C++ a virus?I'm scared because it's a file I've never seen before.

No, these files are not a virus. These files are bundled up in the Windows OS. In simple words, these files work as support files for the apps. If you go to Control Panel > Add or Remove Programs, you will most likely see that the files are already installed. You need to update them.

I tryed re-instoll ,but won't startup.

I used latest version,so can't down-grade.

Does anyone know another way?
