Issues with Posterize Time effect when using a frame rate of 23.976

I posted this a couple of years ago and the issues still exists. So I'm re-posting in the hope that it might get fixed one day.

 

The issue occurs when trying to use PosterizeTime effect in a composition with a frame rate of 23.976

I have set up a test file with frame counters. They should all display the same value, but due to the bug any that use Posterize Time do not display the expected frame:
