Color mode action calls up HDR toning popup and screws up color balance in image

I need to downgrade an image from 32bit color to 16bit color, but when I do this, the action calls up the HDR toning popup and completely changes color balance in the image. 

This happens in the last update of Photoshop 2026 for Mac. 

Image/Mode/16Bits

This action should maintain the existing color balance in the image.
