Pattern Fill Layer - "Link With Layer" functionality broken in Photoshop 27.3.1

Summary:
In Photoshop 27, the "Link With Layer" option for Pattern Fill layers no longer allows users to reposition the pattern using the Move Tool without opening the Pattern Fill dialog. This functionality worked correctly in earlier versions.

Steps to Reproduce:

1. Create a new Pattern Fill layer (Layer > New Fill Layer > Pattern)
2. Ensure "Link With Layer" is checked in the Pattern Fill dialog
3. Close the Pattern Fill dialog
4. Select the Move Tool (V)
5. Attempt to drag/reposition the pattern on the canvas

Expected Behavior (tested on Photoshop v26):
With "Link With Layer" enabled, users should be able to drag and reposition the pattern directly on the canvas using the Move Tool, without needing to reopen the Pattern Fill dialog.

Please restore the previous "Link With Layer" functionality that allowed pattern repositioning with the Move Tool without requiring the Pattern Fill dialog to be open.
