Cannot install PS on Win 11 PC. The application was unable to start (0xc00007b)

I try to install PS and LR (the bundle) on my Win 11 PC with no luck. The installation process ends successfully (I get Installation successfully completed message) but PS nor LR appear on my installed applications list. I can only see Creative Cloud there. 

When I try to open Creative Cloud I get the message The application was unable to start (0xc00007b).

I uninstalled and reinstalled the applications many time but the same thing happens. I also used the Adobe cleaning tool to make sure that I am starting from a clean base but again nothing happens.

Any help would be greatly appreciated.
