Color Pick Wheel extremely off

Hello! Recently I had a feeling the color wheel while picking stuff is very off. Aaaand it is. I'm picking from all layers, picking on white background layer (nothing else is on screen). Every single color is off.

Reinstalled the program, formatted preferences, updated drivers, it's just wrong d:

Like what would be the fix for it?
