constantly prompted to add a library

My library panel continuously resets to the front panel (not my library) and I keep running into a prompt to add libraries to my adobe apps, followed by a pop tutorial that doesn't obey the "skip" command. But my libraries are already defined as well as my workspace. It's hard to say what causes it or when, it just seems to happen often and randomly. Instead of showing the color palettes of "my library", it defaults to the previous screen showing all libraries and presents this popup for "add libraries". 

Attached is a screenshot of the panel that pops up. After clicking done, it goes into another 3 step popup that will not skip unless clicked 2x or more.

This seems to be a bug, but is there a workaround? How to stop this?

ok so take a look at this screenshot libraries window is totally covered up by a popup can't be rid of it

Just fix the issue. We all have different systems, possibly different builds and versions of ps and all experience this issue. Adobe just need to fix the issue. I don't want to install multiple versions, you deliver updates, fix it and include in your next update. I've had several since this and no update has included a fix yet. It's getting tiresome.

Please check the pinned comment from our expert @AxelMatt. If the issue still exists, add the System info from Photoshop & a short video of the issue & send it to me via direct message.

Mac OS 15.1.1, I have these messages in the Libraries across Illustrator, Photoshop and Indesign as well. It is a terrible software design. When I open my own library of special use colours, I *always* get prompted to "give the right people access", but I can't click it away since the knob is hidden in the dialog panel. SO *each* time I have to take out the Libraries panel, click the two messages away, and put the panel back in my workspace layout. FIX IT!

I found a possible solution.

I also installed the Photoshop Beta version on my machine and in the Beta version I never access the library.

Now I have access the library in the Beta and closed the apperaing popups. After that, the popups will no longer be displayed in the normal Photoshop version.

I've got the same issue on as well in Photoshop v26.1 (and a few earlier releases). This is on macOS 15.1.1 although, it's been occuring for months on earlier macOS versions.

Everytime I close and restart Photoshop, all the tips and save locations are not remembered. Pretty annoying to have to click through several "first start" tips in my library every time. 

I've thoroughly and completely removed Photoshop from my computer and reinstalled. Still no change in behavior.

I've the same problem. The popups in the Library are displayed even though I've deactivated the appropriate setting in the preferences of Photoshop. This happens the first time you open the library after starting Photoshop. This is very annoying.

The problem also occurs in the latest version 26.1.

 

I'm using Photoshop 26.1 under Windows 11 23H2. The entire system is up to date. All recent updates,patches and drivers are installed.

 

@Sameer K Why does it takes so long time to solve this issue? This can't be a big deal.

Same here in current Illustrator, too. Losing my mind. It didn't start to happen until I bouhgt a new SSD C: drive and reinstalled CC.

I've had PS update since posting and this issue still remains. Seems like they can not be bothered to fix this issue?!

Ive had the same issue for months to its frustrating especially the time i spent trying to fix it, as with everyone else normally once you opened the library thats the one that would stay open when you open the program. it dosent stop me working but common adobe fix it please

This is also happening in older versions. I'm on v25.4 to avoid a separate photoshop issue that still hasn't been fixed, and I'm seeing this same tooltip popup everytime I open up photoshop.
