The other thing that's out of place are a bunch of 3rd party plug-ins in the Required folder which might be the cause of your problems.

Plug-ins should never be manually installed this way - breaks signing, etc. You may want to uninstall Photoshop, remove the Required folder with the remaining 3rd party plug-ins, reinstall Photoshop, then get the latest installers from your plug-in manufacturer so they get installed at the correct Shared Creative Cloud Location.
