I stumbled across a work around yesterday. I can't guarantee it doesn't have flaws I haven't noticed yet, but it's the best I've got. Choose the format you want from the drop down menu AND then replace the .psd with .jpg and it will save as a jpeg. I haven't tested this for all formats.

For the solution, you have to add extension by yourself. Like *.jpg

Having the same issue saving a copy of a PSD as a TIFF, I'm having to manually change the extension type.

Same issue here. Manually typing in the extension works but it's quite annoying.

Still the file extension (ex. jpg) not changing during format change. You have to add the file extension manually.

Kate -- the drop down selection menu isn't working right now, but Adobe is aware of the problem.  Just delete the .psd file extension in the save as box and type in .pdf, or whatever file extension that you want...that should work for now...at least it works for .jpg and other file extensions.  Files seem to not be saving to the correct place, either, so watch out where your files are ending up!
