Here's what worked for me re: "Error code c151-Unable to create the symbolic link."

Apparently there's a hangup with ColorSync. I went to Library/ColorSync/Profiles and renamed the "Recommended" folder. I renamed it "Recommended_NOT" You can also delete it. When you go to reinstall PS CC it will create a new one, and should install without incident. Hope this works for you.

As a data point, I installed Catalina last night on a newly formatted external SSD and then used the CC app to install individual programs. The biggest problem was finding the CC app download, otherwise it worked perfectly.

The only other Adobe-related issue was bad security settings on Microsoft VSCode, which is Adobe's anointed replacement for the ExtendScript Toolkit.
