27.3 provided updates to AI functions…. NOT to correct the lag or failure to load the neural filters window.   The neural filter window may load within 2 - 3 mins.  If it loads, and the filters the already been downloaded, the processing still takes time to apply the result unlike the almost instant response in 26.1.1.    Despite using the neural filter (27.3 version), initially, every subsequent use in the same Photoshop session, encounters the same  long delays in opening the Neural filter window, it it opens at all.     According to official Adobe statements and very recent emails from senior support staff, this issue was to have been corrected with 27.3 update.  It has not been corrected.  The “fixes” advocated simply do not work

I got it to work on Mac. I tried everything I could find online, but nothing worked. I had ChatGPT walk me through it, this is what finally worked for me:

✅ FIX #1 (This is the big one): Reset Adobe’s Background Services

Neural Filters rely on Adobe’s UXP + CC background daemons, which often get corrupted.

    1. Quit EVERYTHING Adobe

    • Photoshop

    • Creative Cloud

    • Adobe Updater

    • Check Activity Monitor and force quit anything starting with:

      • Adobe

      • CCXProcess

      • CoreSync

      • UXP

    2. Delete these folders (safe to remove)

In Finder, go to each location and delete the contents or the entire folder if it exists.

    ~/Library/Application Support/Adobe/UXP ~/Library/Application Support/Adobe/Neural Filters ~/Library/Caches/Adobe/UXP ~/Library/Caches/Adobe/CCXProcess ~/Library/Caches/Adobe/Creative Cloud

⚠️ Don’t worry — Photoshop will recreate these.

    3. Restart your Mac

    This part matters.

    4. Open Creative Cloud FIRST

    • Let it fully load

    • Make sure you’re logged in

    • Wait ~30 seconds (it needs to start background services)

    5. Open Photoshop → Neural Filters

    Try downloading again.

👉 If this works, the download will jump from 0% almost immediately.

Well I spoke too soon! Now the Neural filter panel isn’t loading. Just spinning. Anyone else seeing it work then quit? Then it works again. Something cloud related.

Well now it's working for me! I downloaded all the Neural Filters. Why this works today who knows. Give its try and see if they quietly fixed it.

Hey… just tried it again: and it works nows!!! No idea for what reason… I didn't change anything and I assume, that Adobe changed something on their side. However: I will try the options and possibilities next days and will post my experiences.

Curious if the issue is solved at your side as well….

Does adobe see these messages or are we just shouting into the wind? Can’t believe they just don’t care about this issue when they charge so much for leasing the product.

It seems that I have triggered an avalanche: many people are experiencing this problem—thank you for getting in touch and participating in the discussion—but there does not seem to be a solution. Given the large number of posts, we can now say that:

    • It does not seem to be due to access rights.
    • Nor does it seem to be due to the type of connection.
    • A lack of memory or an outdated system does not seem to be the reason either.
    • Resetting the settings does not help.
    • Neither does a new installation.

Incidentally, I tried this on my wife's Mac (she is a professional designer at a large agency) – same problem...
I think ADOBE needs to step in here – but we're all waiting for THE SOLUTION to our problem.

I don’t think it’s that nobody cared, I personally didn’t understand your fix the way you stated it.

If possible, do you mind explaining what you mean, step by step what to do?

    Thanks! :)
