I have a similar problem on my Mac, when i click on download it starts to load for a second but then stops and you have to click again on download. Same problem also occurs on the beta version.

Same here. Really sad that this is such an ongoing bug...looks like for years...and no solution? Why have the feature if it won’t work? I’ve wasted hours trying all the fixes.

You cannot believe how i fixed this issue!

Neural Filters wouldn’t download on Photoshop (macOS). Clicking Download showed a loading bar, then nothing. This is a known, widespread Adobe issue.

I was using mitmproxy only to inspect which endpoints Photoshop tries to reach (network debugging), not as a fix.

    • Enabled HTTPS proxy (127.0.0.1:8080)

    • Installed mitmproxy root certificate from mitm.it (set to Always Trust

    • Relaunched Photoshop

Neural Filters suddenly started downloading successfully Whaaat??!!

This is not official fix but worked!

It really sounds like this is a bug on Adobe’s end. We all are experiencing the same problem even after most of us have tried all the suggested fixes to no avail. Anyway, I’m relieved to not be alone and gonna stop pulling out my hair for now—and hope for a solution!
