P: No drawing possible with Brush Tool with a pen when zoomed in

Hello,
I use MS Surface Pro and Surface Studio, both with a Surface Pen and both with Windows 10.

Since some days there is no more Pen-drawing possible with the brush tool on both devices (with each a single pen) in Photoshop CC.
When you zoom in once, the pen works like a hand tool but not like a brush.

The pen still works correct in MS Ink, OneNote and even in Illustrator.

My Wacom Bamboo tablet refuses to work properly in Photoshop CC 2018. I have never experienced this problem before in the last 2 years.

Here are the symptoms:
  • The brush tool doesn't work after the pen nib leaves the tablet surface.
  • This happens also when an action is undone or when a layer is removed or when I zoom in and zoom out of the canvas.
  • The brush tool 'thinks' it's a mouse, and upon using the pen, it moves the canvas instead. Other parts of the program (and Windows in general) can be highlighted, dragged, drop, etc.
  • Sometimes when the brush tool is used, no color appears on the canvas. I have optimized my Pen Pressure, enabled Windows Ink and nothing works.
Things I have tried:
  • Uninstalling and reinstalling the software (Wacom).
  • Trying new ports. Same result.
  • Installed a new driver and rolled back to the old one. Same result.
  • Used new nib.
  • Cleaned the surface of the tablet.
I don't know what else to do anymore. Any suggestions are appreciated.

The latest Windows 10 update 16299.334 introduced this problem.

Where is this update  RS4 RC build 17133 release?

The problem is still existing!

Is there anybody, who is able to draw in Photoshop and the latest Windows 10?

I checked for updates on my PC and its up to date but the bug is still there. Is the RS4 RC build 17133 only in beta? I dont want to download it and cause MORE problems since is works PC and not my own.

Conflicts with the surface pen in the program with the scrollbar. If I accidentally tap the scroll bar in PS with my surface when drawing the pen pressure sensitivity will now only scroll the image up and down and left to right. it will only work as a brush is hold the left click down on the pen ...

this only happens in PS nothing wrong with the pen

Hey there, Same issue here! Build 16299.334 on windows 10 Seems to be the problem since I updated to it , I have the same problem on my Surface with the pen. So I restored the updates by deleting this spring update, and now everything works as before. As long as microsoft or adobe do not fix the problem I think it's the best option to continue working.

I think this problem is the same I have. 
I wonder if anyone - using Wacom or Surface Pen with Windows 10 updated - is able to draw with it.  

I think the problem is one of the last Windows updates and a Bug with the MS-Ink-Software.

When you read the article further on: to the "New Bug" with the Microsoft spring update, then it ́s exactly the problem I have.
