P: No drawing possible with Brush Tool with a pen when zoomed in

Hello,
I use MS Surface Pro and Surface Studio, both with a Surface Pen and both with Windows 10.

Since some days there is no more Pen-drawing possible with the brush tool on both devices (with each a single pen) in Photoshop CC.
When you zoom in once, the pen works like a hand tool but not like a brush.

The pen still works correct in MS Ink, OneNote and even in Illustrator.

I apologise for being an idiot. I've been talking about version 18.0 of Photoshop.

What I mean is 19.0.

The problem release of Photoshop for me was 19.1.2, and the solution was installing 19.0.

I installed version 18.0 of Photoshop CC2018, and that solved the problem forr me. I've also got a WINDOWS INSIDER build of Win 10, but I don't think it has made a difference. I installed that build before I downgraded Photoshop to an earlier version. The problem was still in place with version 18.1.2 of Photoshop and the new build of Win 10. So my guess is that Photoshop is the culprit, not Win10.

One other possibility is that the Intel Graphics driver was updated around the time this problem surfaced. I rolled back that driver to an earlier version, which made no difference, and then reinstalled the latest version, and that still made no difference. So it's probably NOT that. But one never knows. It could be a combination of weird factors all conspiring to make one strange behaviour.

I don ́t think these are real possibilities:
The Roll Back:  for how many updates shall I do this?

And the other strategy: becoming a member of the so called Windows Insider:
I do not really enjoy to become my Surface Studio and the Pro some Guinea pigs.

I consider the  problem to be a serious one. And it has to be solved by Microsoft and Adobe immediatly.

The latest Windows 10 update 16299.334 introduced this problem. Workaround

To workaround this issue:
  • Roll back to build 16299.309
  • Upgrade to RS4 RC build 17133 (Windows 10 preview release)

You describe exactly the problem. All artistic drawing tools are deactivated in Photoshop.
My artistic work came to a standstill.
The problem may be a Windows bug since 2 weeks.

So...

Once I start up an existing file, there's no problem at all when trying to paint something. Pressure sensitivity and everything else works like a charm.

The problem starts as soon as I decide to zoom in and use the brush tool, which does no longer work. Or well... it doesn't work like it's supposed to. Instead of drawing lines, it moves the canvas. Same story with every other tool.
It's like everytime I try to make a stroke, the click of the pen registers as a click + spacebar. Which isn't possible. 

The strange thing is, that this issue seems to be fixed, as long as I press right-click whilst trying to paint. Also, this issue only applies to my tablet, not the mouse. But painting with a mouse is not exactly the best solution.

So I'm pretty sure this problem is connected to my tablet, a Wacom Cintiq Pro 16, and it's drivers [?]. But maybe there's some incredibly easy solution to it all concerning Photoshop.

As a sidenote: I already de- and reinstalled Photoshop, which changed absolutely nothing.

Since the Windows 10 update KB4089848, Photoshop CC 2018 is not working anymore for some people. Are you working on a fix? We're paying for a sub and we cannot use the products!More about the issues in here: https://forums.adobe.com/message/1026...

I fear, nothing has changed with the new Windows update.

The Microsoft Surface devices - though designed for it - are still absolutely paralyzed for working with Photoshop for art purposes.

Hello!

It seems I have a problem- and I have checked with wacom, they  have told me how to fix it and even when I followed their instructions, it didn't work.

What happens is, whenever I try to draw in photoshop, the canvas keeps moving, like so:

The update made Adobe Photoshop CC 2018 (19.1.3) not immediately input brushstrokes on a tablet while zoomed into the image.

Specifications:
Laptop: MSI GT62VR Dominator-027
OS: Windows 10 Home, version 1709, OS build 16299.334

Tablet: Wacom Cintiq Pro 13"
Driver Version: 6.3.29-4

What steps led to the bug:
1. Launched Adobe Photoshop CC 2018.
2. Opened a blank 2000 x 2000px @ 300dpi image.
3. Input some regular brushstrokes before zooming in, works as normal.
4. Zoomed to 100%.
5. Attempted to input brushstrokes, but instead of showing strokes it moves the document around. However, if the pen is held down for a second then strokes are made, they appear.
6. Disabled Windows Ink through the Wacom Tablet Properties window; brushstrokes then work while zoomed in but pressure sensitivity is overall removed.
