P: No drawing possible with Brush Tool with a pen when zoomed in

Hello,
I use MS Surface Pro and Surface Studio, both with a Surface Pen and both with Windows 10.

Since some days there is no more Pen-drawing possible with the brush tool on both devices (with each a single pen) in Photoshop CC.
When you zoom in once, the pen works like a hand tool but not like a brush.

The pen still works correct in MS Ink, OneNote and even in Illustrator.

We are having problems with the updated Photoshop CC18. When drawing the screen is moving ! We also are having problems with the crop tool moving and will only crop with the mouse ? It's not good. Tried re-setting all tools ? .

I'm having an issue with Photoshop when using my graphics tablet.
When drawing the tablet.pen works fine until i decide to zoom in on an area.  Once zoomed in my up and down pen strokes only respond with controlling the canvas sliders bar.  

I have used my tablet with other programs and don't have this issue so i believe it is photoshop.

recently my wacom tablet pen stopped working properly. when i attempt to make strokes on the canvas using the pen i cant it only drags the open panel up and down on the screen. are there any solutions to this problem?

I just updated Photoshop CC now it keeps getting "stuck" on the move tool (no matter which tool is selected) but only when I'm using my Wacom Intuous Pro. If I put down the pen and use the mouse pad it works fine. I have reset my Wacom preferences-- I know it's not Wacom it works fine with all my other programs-but I still did it- and still it keeps getting stuck. I can reset it by closing out all programs but that only works for a while and lets face it I'm not going to continue to do that while I'm working.  I'm on a MacBook Pro.

I updated Photoshop CC (19.1.3 )
I'm really struggling to get anything done, finding it very frustrating to use. 

when I go to use the move tool, and selection tools using my Wacom pen, nothing will select and the selections are making the screen move around??? when I use the mouse it works fine. 

painting tools, when I go to paint the screen move around and leaves no artwork. I did find it only works with a double tap first, this is really not ideal as when you lift the pen to draw again you have to double tap again before the tool will paint. 
( I've also only had this Wacom for 3months it works fine in other programs. Other people are experiencing similar problems.)

PLEASE HELP! This updated is making my job very hard and frustrating.

As the title describes, upon opening a PSD, my wacom intuos pro behaves normally with the paint tool and everything else. When zoomed into anything but fit to screen, it begins to move the canvas around and will not function on whatever tool it's on.

Thanks for trying a Windows update.  What version of Windows did you update to?  You can find out by typing "ver" in a cmd window.

I tested it out today with the newest Windows update and the issue remains. I can't work, especially when I'm subscribed to this. I haven't been able to use this for the month of April and it feels like I'm just giving you guys money without receiving anything in return.

Rolling back the update and turning off updates altogether is not an ideal solution. Rolling back to the previous update temporarily solves the problem, but knowing Windows, it'll constantly nag users to update. And we all know how aggressive Windows is when it comes to nagging users to do something. Thus, turning it off is another solution, however, unsafe in general. I do not personally enjoy turning it off and be subjected to notifications about turning updates back on.

I would like you guys to do something about this or waive a fee for CC users who were unable to use the program due to this bug.
