Issue: Refine Edge > Shift Edge doesn’t shift edge of selection

Photoshop version: 4.8 (20230724.486)
OS: iPadOS

Steps to reproduce:

Open image and under Selection Tools, Select Subject
Click “refine edge”
Move “shift edge” slider

Expected result: edges of selection will expand or contract (did this for me as recently as 8/4)
Actual result: selection edges do not move

Same here, I've done everything one can do to troubleshoot this issue w no avail. Everything works likes it's supposed to,... except the edge shift.
