Photoshop left toolbar not displaying correctly / partially missing

The left toolbar is not displaying correctly in Photoshop. Tool icons are partially missing, cropped, or not fully visible, making it difficult to access tools. The toolbar appears abnormally narrow, and some tools do not render as expected.

This occurs immediately after launching Photoshop and persists when opening or creating a new document.
