PS 2022 not opening / launching

I've been having an issue with an error for syncing presets. 

It was recommended that go to turn off the syncing of presets in preferences - which i ded.  Now photoshop will not open at all.  No error codes - it just doesn't open.  I willl admit that that it was slow opening before - with the presets issue...but now absolutely nothing.

Suggestions?  Delete and reinstall?  Have a beer and if that helps?
