audio clipping when I scrub through the timeline

when I move the curser through the timeline or the source panel previewing audio I hear painful audio clipping the moment I click anywhere on the audio it happens like this:

1. I wanna go to second 5:00

2. I click on that time

3. I hear a static popping/clipping/hiss sound for a period as long as a click (tenth of a second)

4. audio plays normally

 

and this happens all the time with all of my audio, and I tested the same audio files outside of premiere and in davinci resolve and the issue isn't there so it's a premiere pro issue and it's so annoying.

Welcome to the Premiere Pro forums!  We’re happy you’ve reached out. Are you able to capture a screen recording of the behavior?  What are your audio and timeline settings?  Are you using external speakers?  We’ll need a bit more info to try to help with your issue.
