Can't create or edit rulers with different settings

I'm not sure if I'm a complete noob of if Premiere is absolutely bugged. I've been trying to add new guides but no matter what I do, the settings can't be changed. I can't change from pixel to percent and I can't edit them. I can drag them around, but if I want precision that's off the table.

I already:
- reinstalled Premiere;
- cleared cache;
- deleted the 26.0 folder so that it creates new .xmls etc.

Nothing works.

Not exactly related to this issue, but I've been finding new bugs every time the program is updated apparently and can't never fix them. I also have a problem with the timeline playback auto-scrolling. Already changed to 'no scroll', but every time I pause to cut something ahead, it moves back to the playhead. Did all of the above; the bug persists since version 25.something. I'm honestly baffled that such simple yet extremely annoying bugs exist for so long. Is there anything I can do to fix this? Am I just doing something wrong? I'm not a professional video editor, but I've googled everything and nothing worked so far.

Currently on v26.3.2 (Build 2). Checked for new updates, there isn't any.

Thanks for stopping by the Premiere forums and including those details about your two issues with your setup. Wanted to reassure you that I’ve seen both of these issues in the past, and would like to get more info about one.

For the rulers/guide one, that was a known issue, and there should be an update on Creative Cloud for Premiere showing up very soon for v26.5 (rolling releases so may be tomorrow) According to the bug reports, v26.5 should have fixed this one.

For the no scrolling issue, does the timeline move only once when you press Spacebar to pause, or does it jump while playback is still running? There’s a known issue if it’s moving during playback, but the issue you describe sounds as though it’s not until you hit Pause.

The No Scroll setting is primarily intended to stop the timeline from automatically following the playhead during playback. If the timeline remains stationary while playing but moves once when you press Spacebar to pause, Premiere may be bringing the stopped playhead back into view.

Could you possibly take us a short screen recording to confirm what’s happening there?
