Cannot add shared library to graphics panel: 'failed to add library at this time'

When trying to add a libary that was shared with me I encounter 'failed to add library at this time' in the creative cloud panel when clicking 'add' on the library icon. I can add and delete other libraries that are shared just fine.

It occurs for both premiere pro and premiere pro beta which are running at the latest update.

I'm working on an Apple M1 2020 running the latest OS.

My libaries are synced otherwise. The only way I can access this libary is via the '+' browse shared libaries in the libarie panel where I am sent to the creative cloud page that gives the 'failed to add libary at this time' error in a red bar. Searching this error gives '0' other results.

What else is out there to try and get this libary synced?
