Distorted black or white windows when no media is playing.

I have been having distorted black and white pixelation in my playback window and my source window. When I play the footage, it plays normally, but when I stop playback, it comes a black or white distorted image. I adjust the UI and it changes the distortion pattern and amount. I updated all of my OS setting, I updated my Premier Pro to the latest version and this persists. I reinstalled my OS and the issue persists. This has been happening since the last update. I have attatched my "about" settings and my premier version info.
