Export tab is not working in 99% of my projects both on pc and mac (or working very very slow)

Welcome to the Premiere Pro forums! Thank you for providing the details about both your Mac and Windows machines. We need more detail to try and help with this Export Panel issue:

• What is the macOS used during the occurrence?
• For the Windows, is a Studio Driver or a Game Ready Driver installed?
  • We recommend updating to the most recent version; for NVIDIA users, we strongly recommend the Studio version of the driver.
• Would it be possible to provide screenshots or a screen record?
• Is this the first time this has happened on a project?
• Does the same result occur when when you click on it the Export tab, use keyboard shortcuts, go to File (top bar) / Export?
  • Are you able to load the the Export Panel, input your export settings, and click the Export button to begin the render? 
• Have you tried to deselect Enable hardware accelerated decoding?
