Export Window - Not Opening and Unresponsive

MacbookPro m2 chip, 32GB RAM.

 

I am hitting export media with nothing happening.

 

I press command+M  or file -> export

The window should appear and let me export options and settings.

Nope, doesn't open, ever. multiple reinstallations of premiere, updates, etc etc..

 

Sometimes if i wait long enough i get a blank grey export screen, which just shows nothing.

 

what is going on!

Today i started an entirely new project and added the required pro res file i'm trying to cut down.

- not ideal but i need to deliver my client something. started editing and managed to do 10 exports. now export window won't open. again.
