Image incorrectly scaling while using scale to frame size.

I have imported a picture and turned on scale to frame size. When I try to scale the image up slightly it only scales on the Y axis not x. When I turn off uniform scaling it does the same thing until a certain point and it snaps into place. On Mac newest version of premiere. Freshly installed day before.

Image is jpeg, size 3024x4032(1.0)

I was unable to reproduce the bug with different images, but reimporting the image into the project the same bug was affecting it.

-import image to timeline with a smaller sequence size

-turn on scale to frame size

-scale image

Premiere Version: What is the exact version of Premiere you're using?
Operating System: Specify Windows or macOS, along with the version.

For further context of this issue:

Is the current image variable frame rate (VFR)?
- FAQ: How to work with Variable Frame Rate (VFR) media in Premiere Pro?
Does this issue occur with other images/photos, or only this specific jpeg?
- Does converting to a png help?
We noticed images are layered atop of each other. If there is nothing under the image, does this scaling issue still occur?
Is this the first time this has happened on this version of Premiere?

-Premiere: 26.3
-Mac OS: Chip M3 Max, Tahoe 26.5.2
-Image is not VFR
-Issue occurs on an empty timeline aswell
-First time it’s happened, recently wiped and reinstalled adobe and premiere, day of bug post.
-When images are converted to a .png the issue stops

-scaling issue only happens when “Scale to frame size” is checked on the listed image.

I have been able to reproduce the error with another image specs below:

Image 2:
Type: JPEG File File Size: 4.20 MB Image Size: 5712 x 4284 Field Type: No Fields (Progressive Scan) Pixel Aspect Ratio: 1.0

Hi @Snacklee,

Thank you for the follow up and additional information.

The jpeg images where the issue is occurring, are they from the same source/camera?
Would it be possible to send the jpeg images and/or your Premiere project files for the team to conduct further tests?

We’re glad to hear that the images are working as png files. For the time being, please convert the jpeg images to png so you can continue working.
