Interlacing issue on right hand side of HD monitor using Premiere Pro 24 & 25

We're getting lower field issues with interlaced footage and straps within interlaced sequences displaying on HD monitors.
Playing out through Blackmagic kit (Monitor3G, Ultrastudio 4K, Ultrastudio HD Mini) on three different specced MAChines - the only consistent being PP2024 (24.6.5)
The same issue occurs in PP2025 (most recent version) when I've tested that too.

I've tested the same sequences on older versions of the software (PP2020 & 2022) and there's no interlacing issue there on any of the above kit.
I've also (re)installed and tested using a number of versions of the Blackmagic Desktop software (12.7.1/12.9/14.01/14.3) and all present in excactly the same way: no field issue on the 'first' field but quite visible on the right hand side of the screen when set to 'second' field or both.
Also, rendering has no effect/improvement
This issue is not noticeable when High Quality Playback is selected but that presents some playback issues with lower specced machines.
We're using a mixture of Mac Studio M1Max, MacMini M1 and 2018 iMac running Monterey/Ventura/Monterey
Exports are good but doesn't help the editing process or playback to tape/broadcast room
Having video'd the HD monitor on my phone what it looks like is the right hand side material moving the distance of two frames forward and one frame back every two frames (if that makes any sense)
ie the right hand side of the screen appears to be a frame ahead of the lefthand side on the second field
it's hard to maths and explain that...

By way of an update to this issue
(of which the only reply has been - send us more info !)
I replicated the problem from scratch rather than just observing the issue that arose when we upgraded to 2024 from old projects that worked fine in PP2020 or 2022...

The issue isn't there with raw/prores/mxf interlaced footage on an interlaced timeline
It only appears when you put a strap or graphic over the top, or when you apply an effect like scale to the media, or when you put an adjustment layer over the footage with an effect such as broadcast safe limiting

in essence, any change to the material or extra bit of processing 

which doesn't feel like either an improvement in features or service

hopefully you can see from this recording of the HD monitor the issue on the right hand side of the screen. (despite the screen moire)
It's visible on the scrolling text and the interlaced footage behind
This occurs on all the macs running PP2024 and 2025 that are hooked up to HD monitors via Blackmagic gear as detailed previously

This recording was made on a Mac Studio M1 Max / 32Gb Ram / OS12.7.4
Premiere Pro 24.6.5 (seq. 1080i50 / upper field first - UK broadcast standard)
Blackmagic HD Mini via Thunderbolt3 using Blackmagic Desktop Video v12.7.1

I'm not sure how I could play to an HD broadcast monitor to check interlacing without the BM hardware
Other than alternative hardware I imagine
The Program window in PP on the desktop doesn't display any field issues but of course you can't check how interlaced playback looks there.

As per my original post I've tried this with a bunch of BM Desktop Video drivers covering Monterey - Sonoma OS and PPs 20-24 

There is no Venn diagram of driver versions that the literature says work for Monterey and 2024 - but despite that, the earlier and later versions can still output to HD monitor in PP2020, 2022 and 2024
The latter version of PP displays the interlacing issue, the earlier ones don't - whatever BM driver is used

It does feel like it's a situation where the two products are mis-talking to each other. 
They were getting on fine before the upgrade to PP2024 and now there's no driver variable that works (as expected)

If you do this on rigs without the BM output hardware, is there any problem?

 

And ... have you installed the latest BM software/firmware for those?
