Long wait in Premiere 26.3 Home screen before list of Projects appears

On opening Premiere 26.3 it is behaving just like Version 26.2.2 with a long pause before showing any list of projects.

    You ask for specifics on my system setup but I included that in my post?.

    Intel 13900K, Win 11 25H2 etc see above

    Premiere 26.2 and 26.3 downloaded via Creative Cloud App.

    This is a generic issue as other people report it.

    Simple as pie to replicate. Just launch Premiere 26.3 and [wait] for your project list to appear.
