No playback on dual display workspace

When I open any project in my default dual display workspace, playback and drag and drop in the timeline are frozen.  This workspace was working fine until the latest update.  I did my own troubleshooting to discover that the issue was related to workspaces.  My fix is to load the default edit workspace then reload my dual workspace.  This fixes the issue and everything works normally.  I believe this is a bug because my workspace works normally after reloading and had worked for months before the playback/drag and drop freezing started.
