I reset app preferences and, of course, nothing is changed.

1. I edit subtitles in preview monitor and if edit in panel text, then text on russian.

2. I expect caption in history on russian language.

Can you try and hold down "SHIFT" while launching Premiere and check the box
"Reset app preferences" (Backup Preferences first)
