Playhead only moving when playback window is selected

Hello, 

I've been having this issue where I can only move the playhead if the playback window is selected, as opposed to the timeline. If the timeline is selected, the arrow keys don't work, and instead they toggle the Graphics and Titles (see in video). I was editing normally two days ago and then out of nowhere, this started happening. I didn't press any other keys, I didn't select anything weird, the playhead just stopped being movable with the arrow keys. I'm losing my mind trying to fix this. 

I've tried resetting the workspace and even cleaned the cache and uninstalled and reinstalled premiere, that didn't do anything. Does anyone know what is going on and how to fix this????
