Playhead Stuck: Not Moving Until Video Is Paused

Bug: When I play my media, playhead refuses to move, when I pause the media, playhead lags to where its supposed to be. I can only really catch it moving when its impossibily zoomed in. Sometimes it will lag while moving when the project has been open long enough.

It's been going on for about a year now I'm tired of putting up with it. I've tried clearing my media cache, reseting my saved layout, shift alt when launching, nothing works. After trouble shooting for months I've come to realize when the effect controls are open, the playhead ceases to move whatsoever.
