Premiere 24.6.1 update crashing almost immediately

I've been having a constant issue with Premiere crashing almost as soon as I start to import clips from my Canon C70. I can't even begin color grading before it starts reporting frame drops, freezing, and then a complete crash.  I've updated drivers, cleared the cache, run the Adobe diagnosis tool, and even pulled my IT department up to run through everything. So far the only fix is to revert to an earlier version. For reference, this is what I'm running on.

 

Processor: 11th Gen Intel i7-11850H
RAM: 32 GB

Windows 11

NVIDIA RTX A3000 Laptop GPU

 

The footage I normally work with is formatted XF-AVC YCC422 10 bit. 4K Long GOP resolution.
