Premiere Pro has glitchy footage in playback and exports

In Premiere Pro, glitches will appear on the playback and video exports of multiple MP4 files I have exported into the project. It does not impact the audio, just the visuals. These glitches do not appear in the source footage.

I am on a Dell Windows 11 computer with fully updated drivers. I have a 64-bit operating system and my processor is Intel Core. I've uninstalled and reinstalled Premiere with no luck, Premiere is fully updated, and I do not have any plugins installed.

I've attached a picture of the glitch, along with a picture of the video files' properties, according to Premiere Pro.
